Why this is a good use of taxpayer dollars: Nearly 27 percent of Kauai’s youth report a lack of parental sanctions for antisocial behavior. In addition, substance abuse plays a role in many families. 46 percent of youth report family exposure to alcohol, tobacco, and other drugs, and nearly 18 percent report favorable parental attitudes toward the use of those substances.
