Hurricane/Typhoon Evacuation Studies ($1,000,000)

The requested funding would be used for continuation of hurricane evacuation studies to assist planners in all counties in the State of Hawaii and Pacific and Caribbean territories with planning for hurricane evacuation needs.

The project has developed a Mass Management Tool (MMT), a computer model and graphical user interface, that identifies island populations vulnerable to hurricane-related hazards, public shelter capacities, transportation routes/clearance times, and evacuation behavior statistics for use by local emergency planners. Additional funds are needed to conduct State shelter surveys, shelter analyses, and continued development of the Mass Management System (MMS), a real time GIS system for emergency planners.

The MMS is designed to improve on available data through the development of hazard models, GIS data bases, population behavior surveys, and transportation studies.  Additional MMS plans include assisting local jurisdictions in developing public education programs, a long-term training plan for local emergency planners, and incorporating tsunami evacuation plans into the program. The project sponsor, State of Hawaii Civil Defense, and emergency management elements throughout the U.S. Pacific and Caribbean islands strongly support this program.

Why this is a good use of taxpayer dollars: Funding for continuation of hurricane evacuation studies to assist planners in all counties in the State of Hawaii and Pacific and Caribbean territories with planning for hurricane evacuation needs. This is a valuable use of taxpayer funds because it enhances public safety.
