Hawaii Rural Water Infrastructure

The need for water resource infrastructure in the rural parts Hawaii is  great. Request is for a pilot program to provide the Counties of Kauai, Maui, and Hawaii and the rural portions of the City and County of Honolulu design and construction assistance for water-related environmental infrastructure and resource protection and development projects in the State, including projects for—

(1) wastewater treatment and related facilities;
(2) water supply and related facilities;
(3) water conservation and related facilities;
(4) stormwater retention and remediation;
(5) agriculture drainage improvements;
(6) environmental restoration; and
(7) surface water resource protection and development.

The authority is needed to address a variety of short-comings in existing Corps’ authorities, including inadequate authority to permit the Corps to support flood damage reduction projects that seek to address serious flood threats caused by inadequate drainage and stormwater systems. 

The authorization amount requested is $50,000,000, cost-shared between the U.S. Army Corps and the appropriate county government.
